Way back in the day, around 1998-2003, the big thing that determined at what position Google ranked your website was: inbound links. In the next phase of development, from about 2003-2006, Google's Adsense program debuted, and at that point content was the determining factor in getting high rankings. Unfortunately, this brought on spammers and a lot of top results that contained pretty much nothing apart from adsense ads all over the page as opposed to real high quality information. Google realized they had to act FAST if they were to keep their customers coming back. So they switched back to LINKS being the most important thing once again.
But now came a new problem, the SEO marketing experts had become great at manufacturing links at the push of a button, completely automated... So just recently Google has made a new update to their algorithm called "Caffeine". And what this change has brought on is that the key to good rankings in Google today consists of 3 very important factors: 1) Content, 2) Links, and 3) ACTIVITY. In a world that's overflowing with information, it stands to reason that the website with the most HUMAN ACTIVITY, regularly, are the website that people are most interested in. Otherwise, why would they come back their, post comments, read articles there and so on... And that's why Google has decided to track, monitor and reward this. Just putting a website up with 3-4 articles and then never changing it simply won't work anymore if you want to stay in the top-10 of Google. You also need human activity and traffic regularly to keep you place in the SERPS.
